About Animal Life
Animal Life Sibiu is a non-profit organization that has been rescuing, treating, and sterilizing stray animals for many years. With limited resources but great dedication, the team brings hope to animals who have no one else.

Legislative Proposal for a Modern Animal Welfare Law
In parallel with the petition, Andrei Baciu and Hilde Tudora, together with specialists, are developing a comprehensive legislative proposal to protect dogs and cats in Romania.
This proposal addresses long-standing systemic problems: lack of oversight, insufficient transparency, overcrowded shelters and the weak enforcement of existing laws.
The draft bill focuses on three core objectives:
  1. Clear Responsibilities
  2. Municipalities, shelters, veterinary authorities and private partners must operate in a transparent and accountable way.
  3. Sustainable Prevention Instead of Crisis Management
  4. Neutering campaigns, education efforts and proper animal registration form the backbone of the reform.
  5. Protection from Suffering and Abuse
  6. Violations must be documented and prosecuted consistently so that neglect and cruelty are no longer without consequence.
Animal Life strongly supports this proposal, as it combines practical, proven measures into one coherent legal framework.
It creates the foundation Romania needs to build a functional, fair and humane animal welfare system in the long term.

Legislative Proposal for a Modern Animal Welfare Law

Andreea Roșeti has been one of the most dedicated and visible voices within Animal Life Sibiu for many years.
She coordinates much of the organization’s outreach work, engages with local communities, volunteers and supporters, and often speaks publicly about the urgent need for structural change.
The “Respect pentru Animale” petition is her personal call to the Romanian public — a heartfelt appeal for compassion, responsibility and real reform.
It is directed at everyone who refuses to remain passive while dogs and cats continue to suffer, even though solutions already exist.
The petition explicitly supports the development of a new legislative proposal aimed at modernising Romania’s approach to stray animals.
Andreea uses her voice and visibility to build public backing for this initiative, ensuring the draft law receives the attention and support it needs.
For her, the petition is more than a collection of signatures:
